When's something going to be done about the vampires, huh? One of them killed me not long ago, and more than just me by the sound of it. You keep saying they're taken care of, but nothing happened to him. I think he's gone now, alright? No punishment, no anything.

And what are we meant to do for those wardens, huh? Sit around and ignore their incompetence? If this were the military, they'd be dead by now. Just because it isn't doesn't mean I'm willing to turn a blind eye.

I would have killed him once for every time he killed someone else, or chained him up for a day per body instead. Maybe taken his left hand if the others wouldn't have worked. Men speak in violence, human or otherwise.

I thought we agreed Level Zero isn't "something." Last three attacks I heard of, the worst done was a few days in Level Zero. I'm not making threats here, just warnings.

Level Zero is a brig. It has more affect on some inmates over others, and it's difficult to know how an individual will react to that situation until exposed to it. After Armand's crimes, he was detained in Zero until something could be done; he disappeared off the barge before I had the chance to ascertain what an appropriate punishment would be for him.

Your warnings are not new; they have been acknowledged and considered before, but as every pairing is extremely individualized, it is impossible to establish a general punishment beyond that which is already in place.

Very well. As I said, however, the pairing process is strongly individualized; it would seem that one vampire here is not like another. There have been vampire wardens.

I did not have the chance to learn much from Armand before he vanished.

You must learn to objectify other cultures so that you know when it is appropriate to interfere, and when it is not. The crimes Armand committed were wrong, and deserved punishment; that does not mean every vampire is guilty simply for being what they are.

This facade is unnecessary. They are as they are, and should not be held responsible for the necessities for their survival. The Admiral provides them with sustenance, and it is not necessary for them to completely drain a body of blood in order to survive.

Vampires have served as wardens, and they have graduated. Your bias is creating further problems.
