And what are we meant to do for those wardens, huh? Sit around and ignore their incompetence? If this were the military, they'd be dead by now. Just because it isn't doesn't mean I'm willing to turn a blind eye.

I would have killed him once for every time he killed someone else, or chained him up for a day per body instead. Maybe taken his left hand if the others wouldn't have worked. Men speak in violence, human or otherwise.

Then don't be humane. He killed people. Mass murder, huh? You really think a week in a cell changes anything? What he did wasn't humane.. I don't see why you feel the need to be.

It's probably why you wardens redeem so few inmates.

A week in a cell would actually be a good punishment for a person like the vampire in question. He wanted attention.

I thought we agreed Level Zero isn't "something." Last three attacks I heard of, the worst done was a few days in Level Zero. I'm not making threats here, just warnings.

They get attention in Level Zero. Lock them in a closet without their journals for a few days and maybe I'll believe it.

Level Zero is a brig. It has more affect on some inmates over others, and it's difficult to know how an individual will react to that situation until exposed to it. After Armand's crimes, he was detained in Zero until something could be done; he disappeared off the barge before I had the chance to ascertain what an appropriate punishment would be for him.

Your warnings are not new; they have been acknowledged and considered before, but as every pairing is extremely individualized, it is impossible to establish a general punishment beyond that which is already in place.

Trying to get answers, not place blame. Seems that's what the wardens like doing. I was hoping you could tell me more about what might have helped stop him so we can use it on the others.
